a question for bassists?

I'm in the New Methods for the Double Bass by F. Simandl and I'm
trying to understand the fingering positions. When changing positions
the book brings up "moving one-half tone higher" from the last
position you were in. My question is, how many frets do I move up when
moving to a new position?
What is a half-tone?
